
A much-touted €40 billion ($43.3 billion) European aid package for Ukraine dubbed the “Kallas Plan” has not materialized at the European Council summit amid skepticism and criticism from EU member states.
EU High Representative Kaja Kallas, who proposed the plan, has said it enjoyed “broad political support”.
But the proposal disappeared from the EU Council agenda, and Kallas has instead spoken of first agreeing to a €5 billion ($5.41 billion) ammunition package for Ukraine.
